- This Higher Education Issue stamp commemorates the centennial of the Morrill Act of 1862 that created land-grant colleges and universities and celebrates high education’s role in American cultural and industrial development. Such institutions offered programs in agricultural, industrial, military, and scientific studies. The stamp features an image of a map of the continental United States, along with a candle and a lamp of knowledge.
